Folded Galvani Resin blueprints describe an armor upgrade which lessens boot sound; increasing stealth. They can be brought to Piero and used to upgrade Corvo's armor.
The blueprints are found on the second floor of the abandoned warehouse in the Southside Bridgeway section of Kaldwin Bridge. Failing that, in a chest in Daud's headquarters at the Chamber of Commerce in the Flooded District.
