The City Watch Armory is located at the northwest end of the Tower District, next to the Tower Gate. There is one guard inside and at least three more patrolling the immediate area.
When you first escape Dunwall Tower, the door into the building is not locked. Later, upon your return, it is and a key is required to enter.
Inside, there is also a door leading to Coldridge Canal.
