Fire Chamber Pivot master blueprints can be found in the safe in the vault off the dining room of Aramis Stilton's Manor (no combination is required). The door to the vault is open in the 1852 timeline, but to access the contents of the safe, you must go to the 1849 timeline.
If you don't find the blueprints during this quest, they can be found during the next quest, on a cot by the Wall of Light.
