The Hatter Gang, or simply "the Hatters", are the main gang in Dunwall although their presence is minimal until well after Delilah's coup. They can easily be identified by their fondness for wearing hats.
Their main hideout seems to be behind The Black Pony Pub, which later becomes the Black Market Shop.
