Reverberation Tubing blueprints can be found inside the third floor apartment (Apartment 31) across the street and east of the Conservatory in Cyria Gardens. The apartment is easiest to enter from the makeshift boardwalk by the cliffside. Inside is a desk containing the blueprints, sleep darts, a bonecharm and information about the missing shop assistant.
